The Pennsylvania Insurance Department retained CRA to assess the competitive effects of a proposed merger of Highmark Blue Cross Blue Shield and Independence Blue Cross Blue Shield. Aided by our analysis, the Pennsylvania Insurance Department imposed substantial restrictions on the transaction and the parties abandoned their merger plans.
