Economists from Charles River Associates (CRA) Provide Economic Analyses and Expert Testimony in the David v. Signal International LLC Human Trafficking Case

Economists at Charles River Associates advised Crowell & Moring LLP and the Southern Poverty Law Center in their representation of five guest workers that resulted in a successful $14.1 million win in a human trafficking case against Signal International LLC (“Signal”). The suit was filed in 2008 as a class action on behalf of 500 workers, charging that Signal, a Mobile, Alabama-based marine and fabrication company, used the federal government’s H-2B guest-worker program to recruit Indian nationals to work as welders and pipefitters at its facilities in Pascagoula, Mississippi and Orange, Texas. The suit alleged recruiters retained by Signal charged the plaintiffs thousands of dollars and gave false promises that they would receive green cards and obtain permanent residency in the United States. When class certification was denied, the litigation proceeded with hundreds of individual claims, and the claims of the first five workers to go to trial resulted in the $14.1 million verdict. On July 14, 2015, in the context of Signal bankruptcy proceedings, an agreement was reached to resolve all of the guest worker claims for $20 million. 

CRA Vice President Daniel Chai coordinated the engagement with Crowell & Moring LLP. Vice President Robert Maness was retained and testified on a pro bono basis in Louisiana federal court to the economic damages.
