Robert M. Spann

He has extensive experience as an expert witness, having appeared before state and federal regulatory agencies, state courts, and arbitration boards. Dr. Spann has assisted utilities both in competition analyses and in regulatory proceedings. He has also assisted in the preparation of merger analysis for presentation to the Department of Justice and the Federal Trade Commission in numerous industries, including glass containers, natural gas, combination utilities, frozen foods, and banking.
