James C. Burrows

Over the course of his career, Dr. Burrows has served as an expert in numerous dispute resolution matters, including litigation, international arbitrations, valuation disputes, antitrust matters, and regulatory proceedings. His record includes antitrust and merger matters, investor-state disputes before international tribunals, valuation of large mining and natural resource assets, and economic analyses related to environmental events, resource claims, and cross-border investments.

Dr. Burrows is particularly known for his consulting and expert witness work in the natural resources sector.  He has many decades of experience in minerals and metals (including copper, aluminum, gold, silver, platinum-group metals, tungsten, cobalt, lead, zinc, silicon metal and ferrosilicon,  and  others), energy markets (including oil, gas, and uranium), chemicals and plastics, and agricultural markets.

His arbitration experience includes matters involving some of the world’s largest resource assets and investments. He has provided expert analysis in disputes involving Rio Tinto and Turquoise Hill Resources, the Oyu Tolgoi copper project in Mongolia, gold mining investments in South America, and many other major mining and resource claims brought before international tribunals.

Dr. Burrows brings a depth of experience to environmental and regulatory disputes, applying rigorous economic analysis to matters involving major oil spills, natural resource claims, environmental regulation, mining remediation costs, and the broader effects of public policy decisions.

In antitrust matters, he has extensive experience in merger reviews before the Federal Trade Commission and US Department of Justice, as well as litigation involving alleged price fixing, monopolization, and market manipulation.

Dr. Burrows has employed his valuation expertise in many of his consulting and expert witness assignments.

Prior to resuming his full-time consulting practice, Dr. Burrows led the Expert Testimony and Litigation Services Practice at Charles River Associates and served as President and Chief Executive Officer of the firm for 15 years.

He is the author or co-author of six books and numerous publications on economics, natural resources, and public policy. He holds a PhD in Economics from the Massachusetts Institute of Technology.
