Richard D. Boltuck
Richard D. Boltuck specializes in international trade dispute matters, including antidumping, countervailing duty, and escape clause investigations.
He has provided expert testimony and prepared submissions for petitioners and respondents in numerous international trade litigation matters and administrative agency proceedings, as well as Federal litigation.
Dr. Boltuck is a former international trade economist at the U.S. International Trade Commission (ITC), where he served from 1985 to 1991. In that capacity, he was principally responsible for developing the first generation of economic models applied by the ITC staff in antidumping and countervailing duty cases. He is also a former economist and policy analyst with the Office of Management and Budget. Prior to joining CRA, he was a senior economist in the research division at Trade Resources Company where he worked on behalf of numerous client industries in trade disputes, antitrust litigation, and other matters requiring applied analytical microeconomics. He has also assisted foreign governments in mastering rigorous analytical techniques as part of their antidumping and countervailing duty regimes. Dr. Boltuck has published numerous articles on issues involving economics, policy, law, and international trade.
