Dr Edwards prepared expert reports for MTN (South Africa) concerning the level of mobile termination rates and asymmetric rates for small players. The first report was an affidavit in the context of an appeal of a decision by the national communications regulator (ICASA) halving mobile termination rates for the largest MNOs and affording substantial asymmetry for the smaller MNOs. Subsequent reports (on a framework for assessing asymmetric rates and on the choice of cost standard (i.e. LRIC v LRIC+)) were submitted to ICASA following the appeal court’s decision that ICASA should revisit its decision. In its revised decision, ICASA largely adopted the recommendations in Dr Edwards’ reports.
