Marsha Courchane is a presenter during the session titled “Trump Administration’s New Debanking Initiative – Past Regulatory Activity and Future Enforcement Risk.”

The new federal debanking initiative (Executive Order 14331), and related federal agency actions taken by the CFPB, federal banking agencies, and the SBA to implement it, is clearly becoming the signature issue of the Trump 2.0 administration.  Based on the OCC’s preliminary findings concerning the nine largest national banks issued in December 2025, it appears that investigations and/or enforcement actions are likely to ensue during 2026 and beyond. This panel will discuss Executive Order 14331, agency actions taken to date, and what financial institutions and small business lenders can do to mitigate the risk of becoming a target.
