Dmitry Balashov

Dmitry Balashov is a principal in Charles River Associates’ Energy Practice with over 17 years of experience in the North American utility sector.
Mr. Balashov specializes in utility regulation, strategy, distribution planning, asset management, and grid modernization, with deep expertise in distribution utility operations and infrastructure strategy. He has led and contributed to numerous high-impact projects, offering specialized knowledge in regulatory proceedings, investment planning, and advanced grid technologies, including AMI 2.0, distribution automation, and customer-facing EV and battery storage programs.
Throughout his career, Mr. Balashov has supported utility leaders and financial clients in rate applications, M&A due diligence, corporate strategy development, and major infrastructure grant submissions. He has provided regulatory evidence before utility commissions across the US and Canada and played a central role in multiple merger transactions. Mr. Balashov’s work draws on his diverse experience across investor-owned utilities, municipal distributors, consulting, and government agencies, combining technical depth with practical business insight.
Mr. Balashov holds an MBA from the Rotman School of Management at the University of Toronto, an MPA from Queen’s University, and a BA in Political Science from the University of British Columbia.
