This work involves:
- Interpreting the Second Request.
- Guiding the merging parties in gathering the data necessary to respond to the Second Request, including timeframe, granularity of data, types of information needed, etc.
- Processing the data and creating supporting documentation for submissions to achieve “substantial compliance.”
- Addressing follow-up questions from and engaging with the agencies regarding the substance of the responses.
- Leveraging data collected for the Second Request to support advocacy work.
