The New York City Economic Development Corporation, a City agency that acts as the chief energy policy advisors to the Bloomberg administration, hired CRA to develop a master electricity plan for New York City. We identified areas of transmission congestion, analyzed the need for new capacity, developed an analysis methodology, identified proposed and conceptual generation and transmission upgrades, and analyzed each project according to multiple metrics, both economic and environmental. In addition, we convened and ran a stakeholder process including the City of New York, New York State, New York ISO, NYPA, ConEd, PJM, Public Service Commission and others to help guide and inform the analysis.
