Sara Ross

Sara has over twenty years of experience providing economic advice on competition and regulatory cases and her experience spans merger control, market investigations, conduct and abuse of dominance cases as well as regulatory and policy assessments. Sara has worked across a broad range of sectors, including: broadcasting, fixed and mobile telecoms, transportation (airports and buses), healthcare, groceries, tech and platforms, manufacturing, and retail and local markets.

Prior to joining CRA, Sara was Director of Economics at Ofcom, the UK Communications Regulator, where she was responsible for overseeing the economic analysis across the portfolio of broadcasting projects, including BBC competition regulation. During her time at Ofcom, Sara led the economic analysis across a range of policy areas including Competition Act investigations, regulatory reviews and consumer policy interventions. Prior to Ofcom, Sara spent over seven years at the UK Competition Commission (now CMA) where she was lead economist on a range of high-profile merger and market inquiries.

Sara has also held the position of Visiting Lecturer at City University, London where she taught the Applied Competition Policy module for the MSc in Economic Regulation & Competition. She has also delivered seminars on the use of quantitative methods in competition analysis at the OECD and for various Competition Authorities.
