The American Clean Power Association, a renewable energy industry association, retained CRA energy experts Kurt G. Strunk and Hana Colwell to evaluate the impacts of a suite of federal land permitting policies affecting wind and solar development across the United States.
The CRA team developed a rigorous, quantitative assessment of the harm these policies imposed on renewable energy developers, and ultimately on electricity customers, by delaying or blocking investment in much‑needed generation. The analysis was documented in an expert declaration authored by Mr. Strunk and peer reviewed by Willis Geffert.
CRA’s expert work was relied upon by the court in granting a preliminary injunction, with the judge explicitly citing Mr. Strunk’s declaration in the ruling. The decision underscores the value of clear, defensible economic analysis in high‑stakes litigation involving complex energy and permitting issues.
