CRA was asked by counsel for an individual to consider whether the Texas Board of Pardons and Parole (“TBPP”) offers juveniles sentenced pursuant to a capital murder conviction an opportunity for parole that considers their young age at the time of the offense and their subsequent rehabilitation as mitigating factors. Employees from the Life Sciences and Competition practices were involved in this project.
