Pennsylvania’s entry into the Regional Greenhouse Gas Initiative (RGGI), initiated by executive order under Governor Tom Wolf’s administration in 2019, remains indefinitely delayed.
Given ongoing debate, Pennsylvania stakeholders are seeking to understand the potential impact of joining RGGI on the state and neighboring electricity systems, as well as RGGI’s broader effectiveness in addressing climate change.
In this Insights, CRA analysis finds that if Pennsylvania joins RGGI, significant emissions leakage occurs, where the emissions reductions within the state are nearly equivalent to the emissions increases in the surrounding non-RGGI states of Ohio and West Virginia.
