Andrew Shaxted is a vice president in the Forensic Services Practice
Mr. Shaxted is a technical consultant, testifying expert, and lawyer who specializes in data privacy, AdTech, data monetization, and AI. His privacy practice spans forensic investigations of tracking technologies, consent and preference management system implementations, corporate privacy program development, deal due diligence, and regulatory compliance assessments across federal and state frameworks.
Mr. Shaxted has led more than 100 investigations into online tracking technology data collection practices, including pixels and analytics trackers. He supports clients through litigation, regulatory inquiries, and proactive reviews, with extensive experience testifying on the collection, use, and technical composition of tracking data. His work addresses federal and state regulatory regimes including FTC, HIPAA, VPPA, CCPA, CMIA, and California Department of Public Health rules. He also guides strategic initiatives such as clean room deployments, retail media network governance, tag management system implementation, and monitoring programs.
Mr. Shaxted also advises corporations on data monetization strategies and data product designs, helping companies unlock data value while maintaining compliance. He has testified in high-stakes disputes involving licensing agreements and impermissible use of licensed data sets.
In the AI domain, Mr. Shaxted builds agentic Privacy Office solutions to support PIA reviews, DSAR routing, and Privacy Notice monitoring. Mr. Shaxted also develops and assesses AI risk governance frameworks. He has built, deployed, and assessed both commercial and open-source Large Language Models for corporate use. Mr. Shaxted has hands-on experience deploying and assessing applications across major cloud infrastructure providers (Google Cloud Platform, Amazon Web Services, Microsoft Azure).
Mr. Shaxted has appeared on CNBC’s Squawk Box to discuss California’s data privacy laws and regularly shares insights through articles, webinars, and industry conferences.
Mr. Shaxted holds a BA from Purdue University and a JD from DePaul University. He is CIPM, CIPP/E and CIPP/US certified. Mr. Shaxted is licensed to practice law in Illinois.
