CRA Energy supported the Canada Development Investment Corporation (CDEV), its subsidiary Canada Indigenous Loan Guarantee Corporation (CILGC), and the Building Ontario Fund (BOF) in a due diligence engagement contemplating a loan guarantee to the Williams Treaties First Nations (WTFN) for their equity contribution into Ontario Power Generation’s (OPG) small modular nuclear reactor project.

CRA Energy performed jurisdictional regulatory analysis, reactor lifecycle operating cost analysis, and reliability benchmarking across nuclear reactors of various designs and vintages.

The engagement evaluated a CAD $700 million equity investment by WTFN in the Darlington New Nuclear Project (DNNP), representing the first equity participation by First Nations in a nuclear energy project in Canada. The agreement represents a significant milestone in Canada’s and Ontario’s nuclear leadership, building on the province’s record of delivering refurbishments on time and on budget while strengthening a made-in-Canada nuclear supply chain.

The CRA team was supported by Jim McMahon, Dmitry BalashovJames RussellHana Colwell, and Tyler Tamasi.
