CRA’s Energy Practice supports electric, gas, and water utilities in developing resource plans that address changing customer needs, infrastructure requirements, reliability, affordability, and an evolving market and regulatory environment. Our teams have supported dozens of utilities across North America, bringing together deep industry experience, rigorous analysis, and practical regulatory insight.
Our work spans the full resource-planning process, from establishing generation and resource strategy through evaluating alternative portfolios and developing an actionable plan. We help utilities assess future resource needs, evaluate generation, storage, transmission, demand-side and other alternatives, and understand the financial, rate, reliability, and risk implications of different strategies.
CRA brings substantial analytical capabilities to this work. We license Aurora and EnCompass for capacity expansion and production-cost modeling and perform both zonal and nodal market analysis. We have also developed proprietary tools, including CRA AdequacyX, our widely recognized resource-adequacy modeling platform. These capabilities allow us to tailor the analytical approach to the specific planning questions facing each utility rather than relying on a single model or methodology. Importantly, our role extends well beyond the modeling.
Our services include:
- Generation and resource strategy
- Load, resource-need, and scenario development
- Capacity expansion and production-cost modeling
- Resource adequacy and reliability analysis
- Portfolio development, optimization, and risk analysis
- Financial, revenue-requirement, and customer-rate modeling
- Transmission and system considerations
- Stakeholder engagement and public processes
- IRP development, documentation, and regulatory strategy
- Regulatory filings, testimony, and expert support
