This report produced by consultants from CRA’s Energy Practice on behalf of Ameren Illinois and the Illinois Commerce Commission provides an assessment of the relative costs and benefits of Ameren Illinois’ participation in MISO verses PJM. The report analyzes tradeoffs between:
- Energy Costs
- Transmission Expansion Costs
- Capacity Costs
- RTO Administration Fees
- Exit and Integration Fees
The report also explores more qualitative measures such as environmental and equity impacts and RTO resiliency. While all modeling was performed using current and approved RTO constructs, sensitivities around market forecasts, MISO sloped demand curve, and PJM seasonal construct are discussed.
