As an economist and testifying expert with more than 20 years of experience, he applies economic, statistical, and analytic methods to help clients evaluate complex workforce and healthcare-related issues.

Mr. Blumenstein’s labor and employment experience includes consulting and expert testimony involving alleged violations of federal, state, local, and administrative laws. His work covers wage and hour litigation, class certification disputes, EEOC investigations, discrimination claims, wrongful termination matters, lost earnings analyses, equal pay audits, AI bias audits, antitrust matters, reductions in force, and proactive reviews and corrections of payroll miscalculations. In his litigation matters, he provides in-depth analysis that his clients rely upon at mediation, and he offers expert testimony that conveys an objective and defensible assessment of liability, damages, and class certification issues. In his proactive audits, he assesses potential pay equity and AI-related risks, helping organizations navigate a rapidly evolving regulatory environment. Across his cases, he applies his extensive knowledge of payroll, timekeeping, and other information systems.

Within the healthcare sector, Mr. Blumenstein has managed and testified on numerous matters involving payment disputes, reimbursement issues, and allegations of fraud. He has extensive experience analyzing healthcare claims and remittance data, and he possesses a deep understanding of the claims adjudication process and coding practices across a wide range of medical specialties.

Prior to joining CRA, Mr. Blumenstein was a director at a global economic consulting firm. He has written and supported articles for the American Bar Association, Bloomberg Daily Labor Report, Law360, and Financial Analysts Journal.
