CRA Competition team advises on HPE’s acquisition of Juniper Networks across jurisdictions worldwide

On the eve of a trial in which the US Department of Justice (DOJ) sought to block Hewlett Packard Enterprise (HPE)’s $14 billion acquisition of Juniper Networks (Juniper), the DOJ announced on June 28, 2025 that it had reached a settlement with HPE and Juniper that clears the way for the transaction to close.

The announcement comes 18 months after the deal was publicly announced in January 2024. The DOJ press release can be found here.

CRA’s Elizabeth Bailey, supported by Andrea Asoni, Yajing Jiang, Steve Kletter, Olga Ukhaneva, Alexandra Charbi and a large team of CRA consultants, provided expert economic testimony on behalf of HPE and Juniper in connection with the lawsuit brought by the DOJ in the US District Court for the Northern District of California, San Jose Division.

The DOJ’s announcement follows the decision to clear the acquisition by multiple global antitrust authorities including the European Commission, the United Kingdom’s Competition and Markets Authority, and 11 other antitrust authorities around the world. A global CRA team including Dan Donath, Oli Latham, Yianis Sarafidis, Kenneth Kerr, Romain Bizet, Dimitri Dimitropoulos, Paul Labys, and Michael Muehlbradt advised the Parties across jurisdictions worldwide.

Mark Zmijewski, supported by Keith Bockus and Erik Himan provided an expert report on behalf of HPE and Juniper Networks, with respect to the verification of cost savings and efficiencies that HPE expected to achieve from the transaction.
